At summer league tonight some parents were talking about the rules. Someone said a school was already practicing illegally. Are there rules and if yes what are they?

At summer league tonight some parents were talking about the rules. Someone said a school was already practicing illegally. Are there rules and if yes what are they? I'm assuming this question refers to the rules related to playing in the summer league and not the actual volleyball playing rules. There are rules for participation in summer league. The rules that are put out by MPSSAA and clarified by MCPS are lengthy (literally 6 pages). Here is a general outline: -summer league teams are not part of MCPS athletics, but must participate in an organized and sponsored league (such as the one run at Discovery) -participation must be voluntary. Players can't be told they have to play nor can they be told they have to attend games/practices. Nor can they be punished for not attending/playing. -teams may generally start to practice after all spring state championships are over -once league play starts, teams may practice as many times as they play (in the case of volleyball that means once/week) -high school coaches may coach the summer league teams -teams may not practice in their own gyms or use their school equipment unless they have paid for renting the gym through Montgomery County ICB There are penalties for coaches and teams that violate these rules. I hope no school is doing so as their coaching staff would be taking a great risk.
